ethical clearance: Departmement of Public works 2019/07/09
The research utilized both qualitative and quantitative data to assess the effectiveness of various tender adjudication methods in the public procurement of construction projects within the Western Cape Province of South Africa, specifically focusing on the Department of Public Works, Department of Transport, Department of Human Settlements, and local government. Quantitative data will be gathered through an extensive survey distributed to the tender adjudication teams participating in the procurement process.
This research provides valuable insights into enhancing transparency, accountability, and efficiency in procurement by thoroughly examining existing procedures and identifying their strengths and weaknesses. Additionally, the study explores the socioeconomic impacts of different adjudication methods, shedding light on how they influence project success, stakeholder satisfaction, and overall public trust. The results of this study may significantly inform policymakers, procurement professionals, and stakeholders in the construction sector, facilitating more informed decision-making and promoting the implementation of best practices.
This investigation evaluated the effectiveness and challenges associated with the tender adjudication process. Current literature suggests that many tender adjudicators lack sufficient knowledge on properly assessing contractor bids, which can lead to the selection of unqualified or unsuitable contractors for tenders. To promote fairness within the construction sector, further investigation is required to examine the reallocation process of the PPPFA point system utilized in tender adjudication.
